I think this may be an urban legend. This sounded too good to be true, so
I did a search on the outboard-intensive newsgroup, rec.boats, on "change
9.9 to 15" in order to find out precisely how to do it:

The consensus seems to be that, although these are built on the same block,
many parts (cams, carb jets, lower unit and so on) may differ between the
models.
