I have also heard that many of the larger motors follow the same
approach, e.g. that the 15hp through 25hp Mercury motors from the 80s
and 90s were all the same engine except for different carbs and a few
tweaking settings.

Ah, insurance. That's where I see a problem with the rebadging approach.
It probably won't matter as much if it's stolen - and you can produce a
receipt showing that you bought the larger motor - but I can see where,
if there's some sort of major accident involving the dinghy, that the
investigators could determine that the motor was not legal. Therefore
the dinghy was not legal, therefore the insurance may not provide
coverage. Just a thought...
