Your logic only holds true if you have a raw water cooled engine. Most
marine engines have heat exchangers. You can still have enough flow to keep
the flap valve on the alarm open, yet inadequate cooling from deposits in
the heat exchanger. Also if the fresh water pump fails, you still will have
the raw water flow.
