If the cooling water stops for any reason, it'll alarm, probably before the
manifolds overheat. Any flaw in this logic?

A hose could burst after the water pump and before it goes into the exhaust
elbow which would just pump water into the bilge and cause the exhaust to
overheat quickly. I have installed both.
