Subject: TWL: Trent-Severn labor negotiations

All hands planning to transit the Trent-Severn Waterway this summer--
Parks Canada, operator of the Trent-Severn, and its employees, represented
by Public Service Alliance of Canada (PSAC), are having a tough time
negotiating a new contract. Both parties have requested the government name
a conciliation board. The board will meet May 21 to May 24. Then it will
file a report in an unspecified time frame. Within seven days of the union
receiving the report, PSAC members will be in a legal position to take
strike action, if they are not happy with the report recommendations.
Thus, today, it would seem the earliest a strike might close the
Trent-Severn is early June.

The foregoing dispute is with the federal government. It also affects the
Rideau Canal and other federal waterways operated by the parks agency.
In the provincial realm, employees are currently on strike, affecting the
provincial parks adjacent or near the Trent-Severn. This would mainly
