Sorry Garrett but if you step off your big boat into a little dinghy with a one horse kicker on it and
that includes an electric trolling motor - then you do need a PCOC by Sept 15 this year.
So just because you run a big boat doesn't exempt you till 2009 if you have a powered dinghy.
