Well I guess I will set my lance and charge the conventional wisdom. I see
no particular reason why teenagers or adults are more expendable then young
children. Why do we not simply have a rule on persons on board - regardless
of age?

Why not take the next step and eliminate the risk completely? There is no
legitimate need for recreational boating at all. No sense taking the risk.
Think of all the lives we would save if we banned it completely.
I have said it before . . . my boat, my life, my responsibility.
PS. I ride motorcycles and fly small airplanes too . . . both "unnecessary
and unacceptable risks" and I should not be allowed to do it according to
legislation attemped in several states in the past 2 years.
