You have to request it on a special form on their web site. I have it
on my unit. NY/LA CBA, FOX, ABC. NBC makes you fill out an
"application" and they say they will get back to me in 45 days or less
and tell me if I've been "approved".
I use Paul Capron's "Follow-Me-TV" tracker.

Response:
Local Station service is only available to fixed locations within the
local
service area. Obviously, the local broadcasters don't want competition
from
NYC, Chicago etc. An exception was provided for RVs. RV, trailers and
boats
all were permitted to sign up for the national service which was the
local
network stations from either NYC or LA. Unfortunately, as the story
goes
from Direct TV, some FCC employee stated in writing that boats were not
RVs.
Not being RVs there was no exemption for boats. Direct TV has since
refused
national service for boats because of this.
