Hi Al.
     Get a piece of metal (aluminum?) rod the same diameter or slightly
smaller than the porthole frame. Drill a hole slightly larger than 2x the
diameter of the dog pins lengthwise down the center of the rod deep enough
to fit the dog pins. Cut the rod in half lengthwise, and bevel the edge
without the hole. You should have 2 supports for either side of the dog.
Screw into the porthole frame. If you make them long enough you can use the
existing screw holes for mounting the frame. It should be stronger than
original plastic, and not look bad.
