Is it impossible or prohibitively impractical to design and build a
12-16,000 lb. displacement boat of about 28-32' LWL with a 'troller'
hull
design using an electric motor, and diesel generators?

If I remember an earlier discussion, it would be possible, but
prohibitively expensive. I don't remember the details, but why don't you
research azipod propulsion on the web? These are the big electric motors
mounted on a post under the boat. Prop AND motor are under the boat,
allows 360 degree rotation (can you imagine the maneuverability?) I
think all of those motors are DC, so part of the expense/weight would be
rectifiers to convert AC to DC, and maybe a huge storage bank of
batteries. Interesting concept though...
