Don't have a clue about the decal. Never seen one. Weight is the way you
tell about propane tanks. Usually I just weigh my tank (actually, I just
wait for it to run out and eat my steak rare after cutting it up into IDBD
pieces). You could float it in a tub of water and it will float to a line
(although with heavy use the condensation ring on the outside of the
cylinder would mark the level as well). No problem filling a partial tank.
