You don't need the decal, but the hot water is useful. The usable propane
in the tank is liquid. If you pour hot water down the side of any propane
tank, it will heat the tank down to the point where there is liquid. (That
same heat will be quickly dissipated where there is liquid propane.) You
can often tell just by looking, but you can defintely tell by feeling where
you poured the water. When you feel down the side of the tank and it
changes from hot to cold, you've found the level of the propane. I agree
that the decals are useless.
