     Try taking a look at the wheels you may just have a rope in one or
    both.
     On my boat I can feel the wheels with my bare feet by holding onto the
    swim platform ( if the water is cold).
    A rope will make quite a bit of noise. Sometimes it will feel or sound
    like a Cutless bearing is giving out.
    That is another possibility!
    Both have raised their ugly heads on CCRIDER.
    It is worth a try.
    If it is a rope get a hacksaw and cut it off... the rope not the wheel.
