    While the effectiveness of cayenne pepper is questionable (I'll get flack
    for this...) and is difficult to prove, the idea is to mix it with marine
    grade antifoul paints in order to try and improve upon the product.
    A possibly more effective, albeit illegal doctoring-up would be to purchase
    TBT (tributiltin), sold in hardware stores (for the purpose of adding it to
    interior housepaints to combat mildew).

    If you want real good bottompaint, you need to leave the country or own a
    vessel 80 feet or larger, since our lawmakers in their infinite wisdom have
    figured out that putting tin based paint on small boats like ours hurts the
    environment, while OK for megayachts, ships and freighters...
    Take a pleasure cruise to Green Turtle in the Abacos, have the boat hauled
    and tin based anifoul applied.
    You'll be good for 2 to 3 years or more with your contraband controlled
    substance on your bottom...
