With respect to Beebe, his advice regards swim platform re-boarding in
anything other than calm waters is mistaken. The swim platform is a deadly
weapon even in moderate seas. It should be considered as a last resort. In
addition to being deadly to the MOB it is dangerous to any assistant who
might be trying to assist a MOB on to the swim platform. The odds are good
that you would end up with 2 MOB instead of retrieving one.
If anyone doubts this, I suggest that they heave to in a 3 or 4 foot chop
and walk back to their swim-step to observe the action. Imagine a tired
swimmer trying to grab hold of that platform. Imagine what happens if they
momentarily get too close and the platform comes down on them. Imagine you
are on that platform, hanging on with one hand (assuming you have a rail to
hang on to) and trying to drag someone up on the platform with the other
hand.
In-so-far as the person outside while on watch. I have never voyaged more
than 36 hours continuous so I cannot speak for rules aboard ocean crossing
vessels. But again, reality on a casual cruiser is that we are often on
deck during a passage. We are seldom without 2 people at least casually
awake. But that doesn't change anything as far a retrieving a MOB.
