    This appears to have changed. The most recent issue of Boat U.S.
    indicates that a new law was past in the last year. The law allows
    vessels under a certain size to be exempted from this requirement. I
    don't have the issue handy, but I recall that:

    1) The request is published in The Federal Register for 45 days.
    2) If no objection is filed it is approved.
    3) You pay $300 and wait 30 days for the paperwork.

    If it works as cleanly as is indicated in the article, it would
    certainly level the playing field between the regular people and the
    people who get a Jones Act Exemption as a result of a "special"
    relationship with a senator.
