    Well said Charles, isn't the problem a question of fees? If they were flat
    rate not based on the result wouldn't this discourage people / lawyers?
    In Hong Kong legal fees are astronomical and have to be paid win or lose not
    based on a % of the outcome. No one sue here unless you have a very good
    case.
