You can just never tell.
I have now had my 45 lb CQR for a couple of weeks, and have used it 3
times. The first, south of Gooch Island, was on bare rock. It took perhaps
50-75 feet of backing for it to catch on something but when it did, it held
very well in a brisk breeze.
The second was in Otter Bay in very heavy weed. Two attempts, the first
requiring retrieval of the anchor and removal of about 15 pounds of really
slippery weeds. The second caught and held after about 25 feet. Meanwhile,
of course, a guy pulled in beside me, dropped the Danforth I replaced
because it wouldn't set in weeds, and caught perfectly first time.
Later that day, we decided to stop for a coffee in a dead calm in Bedwell
Harbour and just drift - watching all the while, of course - for 15 minutes
or so. However, I was uncomfortable and decided to just drop the anchor in
30 feet on a weedy mud bottom. Sure enough, a breeze picked up and pushed
the boat back a bit. The anchor set itself just as nicely as could be.
Of course, in all three cases, enough rode was let out to reach the bottom
and provide the necessary scope.
