    When cruising in Mexico (sailboat) we often take on fuel in secondary
    ports. Fuel is delivered in 20 litter containers. We alway look in and see
    if there is anything other than fuel and occasionally reject a bottle. The
    mexicans just take it back, clean it up and give it to the next boat. They
    are good at cleaning it up though and almost never complain if you reject a
    jug. And yes you sure can see the water and other stuff.
