That depends on the tug. I've seen plenty of big sea-going tugs operating
in the North Sea (not exactly a mill-pond). Not mind you that the
seaworthiness or otherwise of commercial tugs has much to do with that of
Nordic Tug yachts. I've never seen a real tug plane.
