Electronic Almanac says 16.7'
Astronomy Software says 0.5584d for diameter (16.752' SD)

I'll give it a try!

Perigee occurs normaly once a month.
In 1999 the perigee of dec. 22 will be the closest of the year at 356673 km
On top of that the Moon will be full on this date
On top it will be on the day of the DSO (Day Of Solstice)
