In the DoT appropriations bill passed last week and passed to the President,
Congress cut the $17 million DoT/FAA said they needed to start work on adding
the new civil signals on the next batch of satellites.

Congress also cut the FAA WAAS budget next year to $80 million from about
$110 million.
