I knew this, but it is nice to see a confirmation:-)
It is still hard for me to see any "practical purpose"
of this training, but probably it has to be attributed
to extreme conservatism of many people related to sailing
and navies:-) I also know that in many countries,
sailors training include sailing under sails:-)
Probably, the reasons for this are similar to keeping Cal Nav
in the curriculum.
