Setting NavList DORMANT

    It appears that the opportunity to move the group to a new server has
    been lost. There are simply too many people in the group who are
    emotionally attached to the webkahnua service so there's no way to do
    this cleanly any longer.

    As I have stated repeatedly, I have no interest in splitting the
    community. This is not an "opposition list", as Peter Fogg put it.

    I'm going to set NavList dormant as of midnight tonight, and I
    enourage everyone to post on Navigation-L from now on. In the event
    that Navigation-L crashes permanently, NavList can be re-opened on a
    moment's notice. You do not need to unsubscribe.
