    OK. I was under the impression that you followed the list regularly. So
    you're saying that you were simply unaware that attachments had become
    (relatively) common in the past year and a half. That's perfectly understandable.

    Meanwhile...
    I have had this vague memory that I had seen a post from you personally
    saying that attachments were permitted. Turns out it was something that I had
    read in the archives rather than in a more recent message. Here it is:

    Dan H wrote (THREE years ago, 7-1-2002) in reply to a suggestion that
    attachments should be prohibited:
    "Access to the subscription list is limited to the list owner and posting is
    restricted to subscribers. The attachments are permitted because of the
    nature of the discussions on Navigation-L. "

    That's ancient history now apparently, but it was a very reasonable policy
    at the time.
