In the US ColRegs, Rule 17 defines duties of the "Stand-On" vessel. I
assume your friend was using "stand-to" in the same sense. There are legal
duties placed on each vessel in a "collision" situation, the stand-on vessel
is generally required to maintain her course and speed so that the other
vessel (give-way vessel) can be certain they won't both "move out of the
way" and wind up moving *into* each other's way again.
