"Max/min tides occur on June 23 and June 24 (9.5' higher high water, 0.3'
    lower low
    water). "

The day or two delay should be "normal" for your locale for all Spring
Tides. It's sometimes called the "age of the tide" (an old name that isn't too
illuminating, imho). It is the delay (can be a "negative" delay but it's usually
a true delay) between the maximum astronomical tidal forcing and the maximum
response of the forced oscillator system. It occurs because the lunar and
solar driving frequencies generate forced oscillations with different phases.
