George,
You should note that Doug Royer's experience is almost entirely at sea,
and that he usually gets to within 0.1' of arc of his position! Here,
he's complaining about aberrant readings on land with an artificial
horizon.
One other error in Doug's position may come from deflection from the
vertical. There was a thread on this about a month ago, and Paul
Hirose posted a pointer to an interesting Dutch site over on the Yahoo
