Pure conjecture, but it appears to be "just" a sextant that has been fitted with a tube that allows it to plug into the eyepiece of a periscope. And then, of course, all the mechanisms and optical paths have been bent in such a way as to fit in a rugged & compact rectangular shape, more or less.
Of course, it still needs an "O" class submarine to make it work properly.<G>
