Are the constants in the equation for calculating refraction set so that refraction is 0 at 10C/1010mb? If so they could also have been chosen to make it 0 for 15C/1013mb?
BTW, my reading of table A4 puts 10C/1010mb in column G and 15C/1013mb in column H, not that there is a big difference in the correction.
