Not yet. High tech military systems use celestial navigation. Look for
the thread "accuracy of automatic celestial navigation" in the
December mailing list archive:

Also, a recent TV show about a U.S. aircraft carrier showed an officer
shooting the Sun with a C. Plath sextant. It wasn't just for fun; he
said they have to do it because satellite systems can fail.
