Bear in mind that GPS and electronic charting are two separate issues. Naval ships usually have the space and budget to provide for multiple electronic systems, i.e. gyrocompasses and inertial nav guided the Polaris fleet long before there was GPS.
And the daylight star trackers used on aircraft certainly could be carried on ships, but I suspect inertial is far cheaper for them. Inertial nav and gyrocompasses have been reduced to large solid-state chips now, they are even being used on city busses and trucks to fill in data where GPS can't see the sky.
