I am pretty sure that I read about this in the Institute of Navigation's
Newsletter a few years back:

A small, portable 4-watt jammer, displayed at a Russian Air Show in August
1997, was able to take out civil signals over a 200 km range.

Repent ye sinners! Do not forsake thine faithful and reliable sextant and
compass for the painted temptress GPS. She leads you down the path of
perdition!

airfcraft navigation, and the "fact" that a GPS blocker could be readily
built. Apparently it is a real concern--but since it would be an active
radio transmitter, I would think it could be located and neutralized in
reasonably short order.
