I don't think Peter's quite right here. Rather, I would conclude
that the average length of a degree of latitude is 59.71 miles
between 0 and 10 degrees, and (5400.6-4797.6)/10=60.30 miles between
80 and 90 degrees. To the precision I'm likely to work in, these
are all equal to 60 degrees...

I'm told that Meridional Distances do indicate this:

so, if I've understood correctly, a degree at 10d of lat.is 59.71 nm, and a
degree at 90d of lat. is 60.007 nm.
