I think you will find the Citizen EcoTime series or Seiko Kinetic series offer something close. Both are "permanent self powered" watches, one uses an internal dynamo to "self wind" and the other a photosensitive face. Neither needs batteries and they have quite a variety of models under $200. http://www.princetonwatches.com is one of many merchants who offer them discounted.
If you are not in a hurry look into the notification feature of eBay: It can email you when your exact description becomes available, i.e. "Seiko Sports 150".
Waterproofing in watches turns out to be an elusive concept. Simply using the crown destroys the seal under it, and after a year of average use no one will warranty a watch for being waterproof until that crown and seal are replaced, as far as I can tell. The only answer to "waterproof" is to buy two $20 Timexes and replace one if it fails. I'm astounded to say that I own two "good" watches and the $14 Timex still outperforms both, even after they have been calibrated.
