Maybe not. Those with access to a sailing boat have the option of upping anchor
and trying someplace else. Beats a 'bomb-proof shelter' any day.
Its the technologically dependent countries that would suffer the most, having
the most to lose.
In which case being able to navigate becomes crucial. Keeping correct time
could become a problem, one the 'lunatics' are beavering away at on our behalf.
Mind you, I'm not suggesting that this scenario is likely any time soon. It
seems more likely that we (collectively) are going to die a slow death of a
thousand cuts, most of them self inflicted.
