Strangely, in Rules 11 thru 18, which deal with right-of-way between
vessels, do NOT mention vessels under oars. The only mention I can find is
in Rule 25 which talks about navigation lights.
In another post on this issue Herbert Prinz says Rules 18 and 25 make rowed
vessels equivalent to sailboats. I don't find that when I read these
rules. Rule 18 establishes the hierarchy of vessel categories (power,
sail, fishing, restricted in maneuverability, not under command) where a
vessel in one category must keep out of the way of vessels in more
privileged categories; it does NOT mention vessels under oars. And, as
noted above, Rule 25 only pertains to lighting.
I wonder if an Admiralty Court has ever dealt with right-of-way issues in a
collision between a rowed vessel and a power or sail boat?
