Subject: COMPASS ROSE

The compass rose on a chart shows the True heading on the outer ring and the Magnetic heading on the inner ring. What is the function of the innermost (third) ring? It does not correspond to markings on either the True or Magnetic rings and I am baffled as to what its' purpose is. Can anyone on the list provide an answer? Thanks. Tom Carr
