wind effected by tide?

The other day I was sailing into a bay on our West Coast of South Africa -a
few hours from Cape Town. Someone asked the port control for the wind speed
reading. After this was given, I though that I heard something about the
wind speed would probably increase because of the expected state of the
tide. (I can't quite remember whether it was high or low) -
Is there any truth in saying that the state of the tide affects the
prevailing wind speed?
