    Belzona is a large international manufacterer/distributor of industrial
    chemicals, mostly coatings and repair adhesives. Their products are
    expensive ($200/qt) and very highly touted. Most are epoxy based. They
    provide dozens of formulations varying from ceramics, metal filled, to
    rubber-type roofing. JB-Weld is a "street corner" competitor. They are
    available only through a sales rep, and most local distributors of
    Belzona products are exclusive (ie. there's only *one* in any given
    area). According to chat on the metal working group, the company gives
    absolutely NO warrantees and very little technical assistance;
    information can be had from the salesman (presumeably highly trained and
    knowledgeable (?)) or from contacting persons who have actually used the
    products. The only reference I could find (on the web) for their marine
    products was one jpg picture of a tanker on their web page.

    I would suspect that a bottom coat without biocides in it would only
    work if the vessel were constantly in motion.
