This may be pretty stupid, but it's one way to achieve the objective
(perhaps wastefully). Use an inverter to get 120 VAC then use a 12 volt
adapter/transformer to run the halogens. That way, halogen voltage is
independent of battery voltage (nearly so) and you already have the
inverter, I'm sure. The 12 volt transformer is commonly available for this
application from any home center...
