I still havent heard what kind they are so I will just offer what I have.

On my boat they are bronze gate valves, the worst kind. The engine intake
was frozen open and after trying several oils on the shaft to no avail I
finaly decided that since it was stuck open the worst case scenario would
be that it would break in the open position if I forced it. It it broke in
the open position I could still motor to the dry dock to replace it.
So....I forced it with a pipe wrench.

It popped loose and started working. I now regularly work the valve to
    keep it in working condition.

If a gate valve is frozen in the closed position there is a chance you can
pull the shaft out of the gate by forcing it. But then, if its stuck shut
and it breaks that way...what did you lose by trying???
    Cheers
