    It is not illegal to "equip" a vessel with any radio, but it is illegal to
    transmit without proper authorization on many frequencies with the exception
    below. Some types of transmission such as marine VHF in the USA, CB, cell
    and cordless phones do not require any specific authorization, for example.

    The law specifically permits vessel operators use of "any means at their
    disposal" to attract attention in a distress situation. I would presume this
    includes medical emergencies too. A hand-held aviation VHF radio is a good
    idea I have overlooked.
