    Tomorrow, 4 August 1999 is Coast Guard Day. The Coast Guard was founded by
    Alexander Hamilton on 4 August 1790 as the U S Revenue Cutter Service and
    is our nation's oldest maritime service. Wish a Coast Guard member a Happy
    Birthday. Its also a good time to reflect on the importance of the Coast
    Guard as our first line of defense for those who go down to the sea in
    ships....and in small craft. "Through surf and storm and howling gales"
    the Coast Guard is Semper Paratus (Always Ready).

    You may not appreciate a Coast Guard member when you are being boarded for
    a safety check....but it is an opportunity for you to acquaint the Coast
    Guard member with your boat and remember that very same young sailor is the
    one who's going to bring you in when you need help the most. You'll be
    glad you had that safety check earlier.
