Paul,
A San Francisco Bay Area Harbormaster told me that any vessal that has somebody
stay aboard more than three nights a week is a live-aboard vessel. What their
legal residency is isn't relevant. Of course, you're probably less likely to
get caught, but you'd still be a "sneak-aboard" in the laws eyes.
