Buying Used Boat Through Brokerage

I am currently looking for a used boat (27-30ft, 1980's) to liveaboard
and cruise the New England waters next summer. There are several
brokerages in my area that have suitable boats ranging from
$15,000-25,000. I will need to get an offer accepted from the seller
before I invest in a boat survey, but I am unfamiliar with the amount of
markup that sellers and brokerages put on their asking prices. If
anyone has had experiences with brokerages in negotiating a price for a
used boat, could you give me some guidelines to follow in making an
offer to the sellers. Thanks in advance for any help.
