Thanks James. So, in a nutshell, in 1983 the Surpreme Court decided that
the Coast Guard boardings are constitutional. Therefore all of the arguments
about the boarding being unconstitutional are just plain wrong. (At least
until another court hears another case and reverses the ruling.) :-)
However, I guess with enough political pressure (how many boaters are there
in this country) congress could pass legislation limiting the authority
of the Coast Guard to board private vessels without probable cause. Anyone
want to take odds on how likely this is to happen? Anyone want to kick off
a grass-roots effort on rec.boats to change it?
