The harbor master would act as more than just a receptionist, though. Before

This is so ridiculous! How do they see boaters putting sewage in the water?
My boat discharge is below the waterline and you can't tell when it is coming
out.
I have a mean streak when something of this nature happens to me ... :-) .
Here is my idea of giving them a little something back.
If this gets past maybe there should be a challenge to it. At least show
them how much work it will be to go out EVERY time a boat comes in. Set up a
rendezvous with lots of boaters power & sail. Have several boats come in over an
or so. Have them go on one at a time, get inspected. Then have another boat
come in after the harbormaster went back to the dock and to his office. Then
wait, but make the time long enough for him to get comfy, but yet short
enough to where the harbormaster feels comfortable to relax and is all settle
back in his office and then the next boat comes in. And so on and so forth ....
Maybe do this around lunch hour or around closing time?
Since they want to give boaters grief, maybe its time boaters should show
them what its like to get hassled.
