    If I understand the situation:
        1. Stefan has the list on his server
        2. Stefan has to fix any problem if the list/computer breaks
        3. No one knows where Stefan is (except possibly Europe)
        4. Stefan has not responded to any of this chatter or any listees in the
    last few weeks.

If the list breaks down, and we do not hear from Stefan do we just wait
around until a message appears sometime in the future?
I think that is suicidal for the list. If you want to give a time (like
till Oct 10th (2 weeks)) and if no one has contact or news from Stefan the
list moves to whoever has the capacity and want to handle it.
