    Thanks everyone for the great suggestions.

    I'm using a Flojet 4405-143 35psi water pump. The manual for that pump
    says "delivers smooth, steady water flow from 1 to 3 gpm without the
    need for an accumulator tank". And "Special internal bypass feature
    eliminates pulsating water and pressure switch chatter"

    I do have a surge/accumulator tank, but a small one, like this

    That accumulator was installed just before the hot water tank, in an
    attempt stop the pressure-release valve on the heater from dripping
    periodically. (That didn't work either).

    So the surge/accumulator is only on the hot-water circuit. That may be
    my problem. I'll have to experiment. Also, that accumulator tank is
    about 2 years old, I may have to re-pressure it.

    I may also insert a valve or smaller-diameter hose in the cold water
    circuit, before the shower. That may help too?? Is this a good option?
